A mobile communication system and a call processing method thereof are provided to use different parameters at good and poor regions in the electric wave environment when performing the data rate control in flow control. A call for data packet transmission is started from a wireless communication terminal(S100). Thereafter, a wireless communication path for transmitting data is set(S200). A process for discriminating whether an electric wave environment of the mobile communication terminal is above or below a reference value is performed(S310). According to the discriminating result, when performing a data transmission rate control in the flow control between a base station controller and a base station, the values of data transmission parameters are applied differently and then the data packet is transmitted(S350). The data transmission parameter is the initial data transmission amount and when the electric wave environment of the mobile communication terminal is above a reference value, the initial data transmission volume is set largely.
