A method of manufacturing non-proliferation metallic nuclear fuel at a low temperature is provided to prepare a metallic nuclear fuel rod containing bubbles therein by applying an electric current to the powder and simultaneously applying compressive force to a mold. After nuclear fuel powder is filled in a mold which is sealed by a vacuum airtight container(3), the airtight container is hermetically sealed. An electric current is intermittently applied to the nuclear fuel powder, and simultaneously, compressive force is vertically applied to the mold. A temperature of the interior of the mold is 600 deg.C or less, and the compressive force is 50000psi or less. A cooling unit(7) is installed around the nuclear fuel mold to supply any one of water and cold gas at an initial stage and then supply a cooling medium during a process.
