A system and a method for processing electronic election, and an election processing server and a program recording medium thereof are provided to offer a convenient and trusted electronic election service to a user by enabling an election subject to authenticate/register a voter according to an election policy and assign a right for voting to the registered voter. A voter authenticator(1225) authenticates validity of the voter when a voter terminal(1260) is connected. A data generating/extracting part generates and/or extracts voting right authentication data corresponding to the voter when the voter is validated. A data processing part(1230) stores the generated and/or extracted voting right authentication data to a data storage device of the voter terminal and a storage medium. An election processing part receives the election right authentication data from the storage device of the voter terminal through a voter interface when the voter joins in the election, checks the validity of the received election right authentication data by linking with the storage medium, and determines registration of the voting information of the voter depending on a checking result.
