A complex for the emergency evacuation of people from high-rise buildings relates to rescue means in emergency as well as for high-rise workers and mountain-climbers. The complex comprises the hand-operating launcher with the rocket, an attached line, and the fastening means. The launcher is designed as a barrel containing at the opposite ends the magnets based of rare-earth elements with the pusher in the form of the rod with the magnet within the magnetic field of the rare-earth-based magnets. The pusher rests on the support magnet of the barrel via the magnet-impermeable shutter.
