Method of time-charged access to the Internet through an Internet Service Provider, where the User does not obtain a subscription relation to the Provider via the application submission-contract procedure and which can be used irrespectively of typeof connection (PSTN or ISDN). The User obtains access to the Internet with the creation of a Personal Account and the selection of a desired and exclusive "User Name" in conjunction with a "Password", by obtaining and using a Personal IdentificationNumber (PIN) incorporated into a certain material carrier. The Personal Identification Number corresponds to a certain money value and concerted by the Provider to a specific operation that consists of access time to the Internet or access time in conjunction with additional electronic services (e.g. electronic mail account, user web page) to which the User obtains access automatically with the exclusive "User Name". The Personal Account may be kept and supplied with the addition of new Personal Identification Numbers by the User.
