PPROBLEM TO BE SOLVED: To provide a public wireless LAN system usable without the need for a prior contract with a public wireless LAN enterprise. PSOLUTION: A temporary use right issuing server 12 receives a request from a mobile terminal 14 of a user for signing up a subscription contract with an Internet service provider and issues a temporary use right with utilization conditions attached thereto to the mobile terminal 14. An access point 11 makes radio communication with the mobile terminal 14 to connect the mobile terminal 14 to the Internet 10 and permits the mobile terminal 14 for temporary use under the utilization conditions attached to the temporary use right when receiving the temporary use request by the temporary use right from the mobile terminal 14.
