PPROBLEM TO BE SOLVED: To provide a flow velocity distribution/flow rate measurement technique, which can automatically observe the surface flow velocity distribution or the flow rate of a river, in real time. PSOLUTION: In measuring the flow rate of the river, the system photographs an image of the surface flow of the river by video cameras 1A and 1B installed on a river bank, detects the water level of the river by a level gauge 2 installed in the river, takes an image signal of the surface flow of the river and the level data into an analyzer 3 installed on the ground, and geometrically corrects the oblique image of the surface flow of the river into a vertical plan image, using a preset location condition parameter and the level data, in the analyzer 3. The system executes PIV (particle image velocimetry) analysis of the vertical plan image after geometrical corrections, to obtain the surface flow velocity distribution for each segment on a virtual transverse line 6 of the river, and obtains the total flow rate, using a preset correction coefficient for mean velocity, the sectional shape of the river, the level data, and the surface velocity distribution of each segment on the virtual transverse line of the river.
