PPROBLEM TO BE SOLVED: To provide a special video effect creation apparatus, a special video effect creation method, and a special video effect creation program in which a special video effect is created within a video while holding the resolution of a moving object of interest and lowering the resolutions of the other video. PSOLUTION: The special video effect creation apparatus 1 is provided with an object-of-interest designating means 10, an object motion vector calculating means 20, a video frame position correcting means 30, and a video frame compositing means 40. Pixel positions of video frames are corrected to match the object of interest with an object-of-interest position of a specific frame in the plurality of continuous video frames, and the plurality of corrected video frames are composited in a specific ratio.
