PROBLEM TO BE SOLVED: To provide a transmission system using an underwater ultrasonic wave that causes no malfunction and consumes no useless power even when a plurality of data transmitters are installed adjacent to each other and can receive data without being affected by a Doppler shift caused by a change in a relative distance between a transmitter-receiver of a data transmitter in sea water and a transmitter-receiver of a ship during data transmission. SOLUTION: A data transmitter 2 receives a power supply start signal and an identification code from a data transmission controller 3 on a ship, collates the received identification code with its own identification code, transmits data when the identification codes are coincident or interrupts power and reaches a reception standby mode when the identification codes are not coincident. Furthermore, a data transmission signal comprises an advance signal to stabilize a receiver side circuit at start of data transmission, frames each consisting of a reference phase symbol and a data symbol and a transmission pause period placed between the frames, and the number and/or length of the data symbols of each frame are decided on the basis of a Doppler shift amount caused by a change in a distance between the data transmitter 2 and the data transmission controller 3.
