PROBLEM TO BE SOLVED: To provide a license granting device and its method that enables an appropriate license granting in a configuration where unspecified number of users receive an information communication service by using individual terminals of their own PCs or the like. ;SOLUTION: This device has a packet repeater 209 for repeating data and a license management device 210 for executing license granting for a communication terminal connected to a network adapter connection point 201. The license management device 210 transmits identification information inherent to the connection point to a connected communication terminal connected by way of the connection point 201, and then the connected communication terminal which receives the identification information inherent to the connection point receives data generated on the basis of this identification information. Furthermore, on the basis of these received data, response data are generated and license granting is performed with regard to the connected communication terminal by executing transmission of these response data to the connected communication terminal.;COPYRIGHT: (C)1999,JPO
