PPROBLEM TO BE SOLVED: To provide a plant for manufacturing such an integrated combustion fuel for use in industrial boilers that reduces the emission of air pollutant. PSOLUTION: The plant comprises a first mixer 20 for agitating 2% by weight to 5% by weight of an inorganic salt composition and 95% by weight to 98% by weight of water from a cistern 14 and for mixing an emulsifying agent therewith, a second mixer 30 for agitating 50.15% by weight to 67.85% by weight of a fuel oil C/waste oil mixture and 12.60% by weight to 20.70% by weight of an emulsifying agent and for adding an emulsifying agent to the mixture, a boiler 40 for heating the above mixture at the definite temperature, an emulsifier 50 for receiving the emulsifying agent-added above mixture at an opening 50a and for atomizing water particles to 1 m to 3 m size to thereby make them form ionic bonds, a third mixer 60 for receiving from the emulsifier 50, 62.75% by weight to 88.55% by weight of the above mixture in which water molecules form ionic bonds and for agitating 19.55% by weight to 29.15% by weight of petroleum products and the like from a tank 70 to mix a fuel oil, and a third gear pump 80 for pumping the fuel oil to a tank 90.
