PROBLEM TO BE SOLVED: To eliminate the delay of a detection time caused by a phase angle at which an instantaneous voltage drop takes place.;SOLUTION: A device is provided with: a phase advancing means 11 advancing the phase of a system voltage signal through 90 degrees and obtaining a cosine voltage signal; a phase angle specifying means 15 simultaneously sampling the system voltage signal and the cosine voltage signal and specifying a sampling phase angle from a ratio of the system voltage signal to the cosine voltage signal which are quantized and from its positive / negative sign; a gain coefficient setting means 17 selecting one of the system voltage signal and the cosine voltage signal used as a calculation reference after that in accordance with the specified phase signal and obtaining an arcsine or arccosine value of the phase angle of the selected system voltage signal or cosine voltage signal; and a reference setting means 23 setting a reference voltage value used for judgements.
