The processing range determination circuit 12 determines the processing range (suppression range, restoration range) according to the size of the input data. The level suppression circuit 14 suppresses the input data within the suppression range equivalent to the range of noise components, and the level restoration circuit 16 converts the input data within a predetermined restoration range beyond the suppression range to gradually restore the input data from 0 to the original level of the input data according to the value of the input data.
