PROBLEM TO BE SOLVED: To enhance a density of amino silane with an amino acid group exposed on a base material surface.;SOLUTION: This manufacturing method of the present invention has a process for adsorbing the amino silane A on the surface of a base material, using an amino silane solution containing the amino silane A of a silane coupling agent, and the amino silane solution contains at least one kind of compound B selected from a group comprising ethers, esters, alcohols of 4C or more of carbon number, nitrils, aldehydes, N-methyl pyrrolidone, dimethyl sulfoxide, amines, 24-crown-8-ether, and derivatives thereof.
