PPROBLEM TO BE SOLVED: To provide an emergency report proxy system which can warn, provide information and report only by simply performing an abbreviated dial transmission even in a situation that a user falls down by a disease, etc. and is difficult to talk, an emergency information provision proxy system which can provide information to a third party, and an emergency report information provision proxy system covering both systems. PSOLUTION: User data is registered on a storing means 5; the user dials by an abbreviated dial memory upon emergency; an urgent call receiving center 3 displays the user data of the user on a display means 13; a registered address is notified to a warning destination registered in units of pieces of time band residence information by a communication means 14; information required by the warning destination is provided by the communication means 14; a report is made to a registered report destination by the communication means 14. In the emergency information provision proxy system, a third party can obtain an information provision of the user data in the storing means 5.
