PROBLEM TO BE SOLVED: To extract a difference between both parties interested without needing labor, time, experience or ability, and derive effective negotiation measures or accurate negotiation schedule for the extracted difference.;SOLUTION: An acquisition part 1001 acquires contract framework data having a plurality of choices for each contract item from terminal devices of both parties interested of a software development transaction contract. A determination part 1002 compares the framework data of both the parties acquired by the acquisition part 1001 and checks whether different choices are selected by both the parties or not for each contract item. An extraction part 1003 extracts, for a contract article for which the determination part 1002 determines that different choices are selected by both the parties, a negotiation action for the contract article from a negotiation know-how DB.
