PROBLEM TO BE SOLVED: To provide an optical element in which a liquid container part and an optical axis deflection surface are integrated.;SOLUTION: An optical element includes a liquid lens wherein a liquid container 22 is filled with a first liquid 32 and an insulating second liquid 33 which does not mix with the first liquid 32, and the shape of a boundary surface 34 between the first liquid 32 and the second liquid 33 can be changed by changing a voltage to be applied to the inside of the liquid container 22. The optical element also includes a deflection member having an optical axis deflection surface.
