PPROBLEM TO BE SOLVED: To detect the occurrence of both tracking phenomenon and glow phenomenon. PSOLUTION: A two-phenomena detecting device 9 is constituted of a current detecting means for detecting AC current of a prescribed frequency supplied to an electric circuit, a peak value extraction means for extracting the peak value of every one cycle from the AC current detected by the current detection means, and an operation means for performing a predetermined arithmetical operation corresponding to the occurrence of the tracking breakdown and tracking degradation based on the extracted peak values. The device comprises also a peak value selection means for selecting the peak values equal to a preset threshold value or above from among a plurality of extracted peak values, a subtraction means for subtracting the selected peak value and a peak value extracted just before, and a counting means for counting the number of subtraction result applicable to each of the multiple preset threshold values, and is constituted such that, if each counting result is a preset threshold value or above, the occurrence of the tracking phenomenon or the glow phenomenon is determined.
