The device has a switching control mechanism (12) and a wing plate. A hand switched lever (14) is mounted at a housing and a solenoid controls a pivoting movement of the lever relative to the plate. The lever is positioned in one position to lock a movement of the plate in a predetermined position, where the lever is pivotable in another position to allow movement of the plate in the predetermined position.
