The wheel has paddles (3), which are partially supported and are unhindered completely rotatable in an initial state in a support. The paddles, which are not provided in the water are influenced in their alignment mainly through the gravitational force. A stop unit is provided for paddles, where the stop unit is adjustable in an angular range. The paddles have cross section similar to air foils.
