The device has a radiation surface of crystalline material that is formed from a two-dimensional (2D) photonic crystal (PC) with periodic structure of its dielectric material to provide photonic band-gap property. The exterior of the crystal is provided with a thin coating (5i) of a coating material such as aluminum, oxides and thorium oxide, and the material has a small emissivity in a frequency range of the band-gap.
