A submarine forest fostering system and method are provided to prevent activation of melobesioideae and to foster usable algae by directly establishing an artificial seedling on based rocks covered with melobesioideae. The submarine forest fostering system includes: plural anchor poles(10) having respective different thickness and put between base rocks formed on the bottom of the sea; a ring pole connected to the top of the anchor pole and freely moving; a buoy(20) connected to the top of the ring pole; and an artificial seedling(30) of large brown algae connected between the anchor poles by a warp threads rope(35) so as to grow into thallus.
