A method for establishing an optimum maintenance strategy of infrastructures based on life-cycle performance/cost is provided to realize an actual preventive bridge maintenance system and plan a reasonable budget by determining a repair, reinforcement, and replacement time, and a repair and reinforcement technology satisfying maximum performance/cost at the same time. If bridge information is received, performance change according to time is estimated through a reliability/state index by selecting a degradation factor of each member, which is determined through a statistical analysis of maintenance history of the similar bridge, and a repair/reinforcement plan of each degradation factor(100). A user cost is estimated through the bridge information and a regression analysis developed for estimating the user cost, and maintenance cost information of each member is analyzed based on the bridge maintenance history(200). An optimum tradeoff solution is automatically provided by using a result of previous steps, and a suitability function of a genetic algorithm for a multi-purpose combination/optimization problem between the LCP and the LCC(300).
