A pipe-forming apparatus for processing a flange and a processing method of the flange using a resin are provided to improve efficiency and productivity by processing the flange in a short time with a simple method. A pipe-forming apparatus for processing a flange includes a supporting plate(20), an injecting nozzle(35), and a binder(40). The supporting pipe is inserted into one end of a pipe(10), and has a binding pipe which is protruded by a predetermined length at one side to bind the pipe. The injecting nozzle is installed on the supporting plate, and injects cooling water to cool a resin compressed by a compressing roller(30). The binder is installed at an opposite side of the supporting plate to support the other end of the pipe bound at the binding pipe. An outer diameter of the binding pipe gets smaller as it goes to an end protruded forward from the supporting plate, and is rotatably installed in a motor by a chain or a belt. The compression roller is installed on the supporting plate to be moved vertically through a hydraulic cylinder(31).
