A blasting pattern design method for reducing vibration and noise by segmenting an excavation cross-section into a plurality of regions and using delayed time creating characteristics of an electronic detonator in blasting of tunnels, perpendicular holes and benches is provided. A blasting pattern design method by segmented region applied multi-step delayed time of an electronic detonator comprises: a step(110) of collecting blasting vibration waveforms through a test blasting for separating and detecting waveforms of an electronic detonator; a step(120) of analyzing the collected blasting vibration waveforms and performing synthesis simulation of waveforms per delayed time to predict a vibration level; a step(130) of determining an optimal delayed time for an individual detonator at which blasting vibration is minimized; a step(140) of determining a delayed time between blasting regions by considering the waveform attenuating time; a step(150) of segmenting a blasting region such that a blasting sound has a rhythm; and a step(160) of designing a blasting pattern by applying the optimal delayed time for the individual detonator and the delayed time between the blasting regions.
