A device and a method for learning a foreign language based on the network are provided to perform learning in the offline by downloading education contents of each period through a digital device and increase correctness of pronunciation by recording the pronunciation of a learner while repeating the downloaded contents. If the Internet communication network is connected, a learning device receives authentication for an ID by automatically connecting to a server, and checks/downloads previous progress and download contents. The learning device outputs foreign language learning output displayed as the contents after the checked progress, records the contents with a user voice, and stores the recorded contents to the learning device and the server. A correctness level of the pronunciation is evaluated by comparing stored user voice data with stored native speaker voice data.
