A laser-ultrasonic testing apparatus and method for extracting surface defect information are provided to obtain position, depth, and shape information of surface defect in an object by using a laser-ultrasonic device capable of extracting a defect shape of the object. A laser-ultrasonic testing apparatus includes an ultrasonic induction module(1), an ultrasonic signal detecting module(2), a defect shape extracting module(3), and a control/signal processing computer(6). The ultrasonic induction module generates an ultrasonic wave in a surface of an object using at least one irradiation laser beam. The ultrasonic signal detecting module irradiates a measuring laser beam in the surface of the object and measures an ultrasonic wave of the surface of the object using a predetermined interferometer to extract ultrasonic signal information. The defect shape extracting module obtains an image of at least one irradiation laser beam and extracts defect shape information based on a center line of the obtained irradiation laser beam.
