A device and a method for measuring intangible loss caused by ubiquity effect according to general service provision are provided to enable a service provider to measure the intangible loss, which is difficult to be measured in accounting, caused by the ubiquity effect by metering the ubiquity loss after receiving/processing service provision data and population statistics data. A population statistics data storing part(21) stores the population statistics data. A general service provision data storing part(22) stores the general service provision data. A controller(23) reads the data from the population statistics data storing part and the general service provision data storing part, transfers the read data to a ubiquity loss calculator(24), and controls ubiquity loss calculation. The ubiquity loss calculator calculates the ubiquity loss of each target area by using the data received from the controller. A ubiquity loss data storing part(25) stores the calculated ubiquity loss of each target area.
