A drive of electric power plant is arranged as closed hydro-system that is total transformer of kinetic energy of water flow. That closed hydro-system connects all the hydro-pumps of blade units for takeoff of kinetic energy of water flow as water wheels with hydro-motor of electric generator that is placed at river bank. On bearing platforms of supports together with bearing supports of horizontal shafts of water wheels hydro-pumps of those are installed. Just under each water wheel hydrodynamic element is installed, its working surface is profiled with radius from center placed at long axis of horizontal shaft of water wheel. In the zone of placement of block hydro-electric power plant there is through channel for provision of required immersion of blades of water wheel to water flow with controlled pass mode. Closed hydro-system that structurally combines set of water wheels and hydro-motor of generator and that is total transformer of kinetic energy of water flow makes it possible to use one electric generator at electric energy production.
