PROBLEM TO BE SOLVED: To provide a program transmitting and receiving system for preventing pay program requests from being concentrated or entangled. SOLUTION: This program transmitting/receiving system is provided with a pay program site 201 having a pay program, a CM information management site 203 for storing a plurality of CM, a viewer terminal 204, and an advertiser site 202. The viewer terminal requests a program list chart to the arbitrary CM information management site. One pay program enumerated in the program list chart is requested. The CM information management site requests the requested pay program to the pay program site, and receives the transmission. A pay program with CM is edited by inserting CM into the received pay program. Then, the pay program with CM is transmitted to the viewer terminal of the origin of the request. In this case, the number of transmission of the transmitted pay programs or CM is accumulated. Then, the use fee of the pay program or the advertisement fee of CM is calculated according to the number of transmission.
