PROBLEM TO BE SOLVED: To provide a high-quality phosphorus-containing flame-retardant bisphenol-type epoxy resin in high yield using well-versatile materials, thereby to provide a phosphorus-containing flame-retardant bisphenol-type epoxy resin composition having excellent properties required for laminated boards such as heat resistance.;SOLUTION: A method for producing the phosphorus-containing flame-retardant bisphenol-type epoxy resin is provided, comprising the step 1 of obtaining a reaction composition by conducting a reaction between 9,10-dihydro-9-oxa-10-phosphaphenanthrene-10-oxide and 1,4-benzoquinone and/or 1,4-naphthoquinone through making a control in such a way that the total water content of the reaction system is less than 0.3 mass% based on the whole amount of the 9,10-dihydro-9-oxa-10-phosphaphenanthrene-10-oxide to be used in the reaction and the step 2 of conducting a reaction of the above reaction composition with a bisphenol A-type epoxy resin and/or a bisphenol F-type epoxy resin without refining the reaction composition obtained from the step 1.
