PROBLEM TO BE SOLVED: To develop a structural steel material which demonstrates excellent weatherability for a long time even in an environment of a large amount of flying salinity (in a severely corrosive environment exceeding 1 mdd in particular) or in a crude oil storage tank, has long-period durability, and is inexpensive and applicable to applications including civil engineering, building, and oil tanks.;SOLUTION: On a rust layer formed on the surface of the structural steel material or on the steel material, a Sn containing layer 5-50 μm in thickness which contains an acid soluble Sn ion supply source substance (for example, divalent tin sulfate or tin oxide) supplying Sn2+ ions or Sn4+ ions in an amount of 1-54 mass% in terms of metallic Sn in a binder resin and an organic resin layer at least 100 μm in thickness of the upper layer of the Sn containing layer are formed. The Sn containing layer may additionally contain at least one acid soluble metal ion supply source substance to be a Cu2+ ion, Ni2+ ion, or Cr3+ ion supply source.;COPYRIGHT: (C)2007,JPO&INPIT
