PPROBLEM TO BE SOLVED: To appropriately detect inconsistency of security function setting even when a connection relation of networks or devices is complicated. PSOLUTION: Network configuration information indicating a connection relation of networks or devices is inputted to a network configuration information input means 110. Furthermore, setting information of a plurality of security devices are inputted to a setting information input means 115. A setting information analysis means 120 reads a setting information analysis algorithm in response to a combination of the inputted setting information from an analysis system DB 120. The analysis system DB 120 then detects the inconsistency of security function setting in accordance with contents of the inputted network configuration information and contents of setting information according to that algorithm.
