PROBLEM TO BE SOLVED: To provide a high-Si-containing steel plate having little banded scale and superior surface properties; a manufacturing method therefor; and a high-Si-containing steel material for manufacturing the same.;SOLUTION: (1) The method for manufacturing the high-Si-containing steel plate having superior surface properties includes the steps of: heating the high-Si-containing steel material comprising 0.01 to 0.2 mass% C, 0.2 to 2.0 mass% Si, 0.2 to 3.0 mass% Mn, 0.001 to 0.1 mass% P, 0.001 to 0.1 mass% S, 0.0025 to 0.05 mass% B, and the balance Fe with unavoidable impurities, at 900 to 1,170°C; and hot-rolling the heated material. In the hot rolling step, the method includes descaling the plate once or more times with water of a high pressure of 10 MPa or higher, before starting finish rolling of the hot rolling step. (2) In the above manufacturing method, the high-Si-containing steel material further comprises 0.001 to 0.05 mass% Cu.
