PROBLEM TO BE SOLVED: To provide a new technique for demonstrating the fill-up effect and safety of a filler placed in a hole, by in-situ measuring its water-sealing performance.;SOLUTION: This system 1 for water-sealing test is equipped with a measurement probe 3; a packer drive control device 5 capable of supplying water pressure, etc. to an inflatable packer 30 in measurement; a measurement/control device 7, capable of calculating the in-situ coefficient of permeability and intensity of the filler from data measured by pressure/temperature measurement; sensors 37 and 38, after water is injected from a water injection means 39 of the measurement probe 3.
