The device has a lightning system with diodes, and a photo detecting sensor provided with optical components. A microprocessor processes an image with random access memories for storing dynamic software data. A read only memory contains a software program that includes voice recognition or voice dictation, character recognition, voice synthesis and translation. A microphone controls voice functions. A control unit permits a blind person to select color or character information for reading text, and for identifying a type of document, luminance, color and a shape.
