An Independent claim is included for the following: (a) Continuous treatment of water using the above treatment device where the operation of injection pump is controlled in relation to the water flow rate in the pipe. Preferred Features: The controller responds to the flow rate of cold water in the supply pipe. The storage tank includes a pH controller. The reactor is a cylinder about 300 mm tall and an external diameter of 300 mm. It contains an inner cylindrical anode surrounded by rod shaped cathodes. In operation, the reactor produces free chlorine having a concentration in the water to be treated of 2 - 3.5 mg/l.
