The sensor has an inner housing (5) arranged in an outer housing (1) to leave a measurement gap (9) between their walls, a measurement electrode (11) on the inner wall of the measurement gap, guard electrodes (15,16) insulated from the measurement electrode by insulators (13,14) and an electrical heating coil (17) in the wall of the outer housing and at least partly in the gap.
