The present invention relates to a hybrid energy storage device and an optimal operation method for a vehicle, and each of the battery 111 and the ultracapacitor 112 which are 36V connected in parallel with each other while charging power generated by the vehicle power generator, respectively. Energy is provided between the switch 113 connected to the storage battery 111 and the storage battery 111 and the ultracapacitor 112 to convert and supply the power of the ultracapacitor 112 for the storage battery 111. It characterized in that it comprises a converter (115). Therefore, the vehicle composite energy storage device and the optimal operation method to which the 42V power supply system according to the present invention can be applied constitute a hybrid energy storage device by combining an ultracapacitor and a storage battery as an energy storage device, and controllable energy conversion. Only when the unit is operated is the battery operated within the range of the maximum and minimum set points of the battery, avoiding excessive or extremely low levels of charging, and at the same time, only when the conditions are necessary and not when power is drawn in or out. As a result, the battery is prevented from being degraded due to excessive charging and discharging and its life is shortened, thereby reducing the maintenance cost of the vehicle.
