PURPOSE: A method for preparing alginate polysaccharide oligomer using lactic acid bacteria, the alginate polysaccharide oligomer therewith, and body cosmetics and drink capsule containing the same are provided, which alginate polysaccharide oligomer has lipid decomposing and thrombus lysing effects. CONSTITUTION: A method for preparing alginate polysaccharide oligomer using lactic acid bacteria comprises treating brown algae powder with alginate decomposing enzyme secreted from lactic acid bacteria, wherein the lactic acid bacteria is isolated from kimchi or salted fish; the lactic acid bacteria is isolated by inserting kimchi or salted fish in a basic medium containing NaCl, Na2SO4, NaHCO3, Tris-base, yeast, brown algae powder, and yellow soil and negative-treating it; the brown algae powder is tangleweed powder or brown seaweed powder; and the alginate decomposing enzyme is obtained by culturing lactic acid bacteria in a medium containing brown algae powder.
