PROBLEM TO BE SOLVED: To unifonoly disperse particles in solution. ;SOLUTION: A particle dispersed solution stirring device U1 is provided with a stirring container 1 having vertical cylindrical walls 2 and 3 for housing particle dispersed solution, a turning flow forming nozzle 7 for jetting out particle dispersed solution in the circumferential directions of the cylindrical walls 2 and 3 so as to form a turning flow in the particle dispersed solution, a stirring nozzle 8 for jetting out the particle dispersed solution in a vertical direction in a middle position between the cylindrical walls 2 and 3 and the center thereof, and a particle dispersed solution circulating device 11 for circulating the particle solution dispersed in the stirring container 1 and jetting out the same from the turning flow forming nozzle 7 and the stirring nozzle 8. A surface treating method and a surface treating device for an electrophotographic photosensitive body base material W use this particle dispersed stirring device U1.
