PROBLEM TO BE SOLVED: To develop a new evaluation system with a view to structure of an evaluation system of business measures to be a base for local government to introduce an administrative evaluation system and to operate it and an effect of the business measures to citizens and to provide a practical tool for administrative evaluation of the local government.;SOLUTION: An index for measuring a permeation effect of the business measures to the citizens who are beneficiaries of administrative service is developed and a business measure evaluation system incorporating effectiveness evaluation using the index in the administrative evaluation is invented. Concretely, the effectiveness evaluation system of the business measures is an integrated system consisting of two parts, a part of structure of a business measure evaluation system in which affair business evaluation and measure evaluation including the effectiveness evaluation are interlocked and a part of evaluation technique of a computer processing program of a permeation effect index (SK index) developed for effectiveness evaluation of an affair business.;COPYRIGHT: (C)2006,JPO&NCIPI
