PROBLEM TO BE SOLVED: To realize publicly verifiable an electronic voting system capable of reducing the burden on a voting device while suppressing the burden of a vote-counting machine after a vote deadline to the same degree as a conventional electronic voting system based on homomorphism.;SOLUTION: An assembly encryption sentence creating instruction means of the voting device for creating encryption sentence creates a random number list of random permutation and re-encryption, and transmits the list to a vote-counting machine.
