PSOLUTION: This policy search system 1 comprises a policy database 2 for storing a plurality of policies as independent files individually; a policy selection means 3 for constructing an artificial immunization network by using a plurality of policies stored in the policy database 2, performing policy concentration calculation at a fixed calculation period interval, and selecting a policy with a concentration exceeding a previously decided threshold value; a closed circuit search means 4 for searching for a suppression related closed circuit from the artificial immunization network; an employment confirmation means 5 for inquiring a system user whether the compromise type policy 11 included in the closed circuit is used or not when all the execution conditions of an allegation type policy 10 related to the closed circuit are established; and a calculation element addition means 6 adding a new calculation element stimulating the compromise type policy 11 when the system user answers the intention of employment.
