PPROBLEM TO BE SOLVED: To provide a wheel lifting condition determining device capable of grasping a condition of a wheel shortly before/after the wheel is lifted and accurately detecting lifting of the wheel when the vehicle travels on a road surface, a vehicle overturn avoiding device for avoiding overturn of the vehicle caused by lifting of the vehicle from the road surface, a vehicle overturn-proof performance evaluating device for evaluating an overturn-proof performance of the vehicle, and a vehicle overturn-proof performance evaluating method. PSOLUTION: When the vehicle travels on the road surface, acceleration data of a predetermined part of the rolling tire which is generated as the rolling tire receives an external force from the road surface is obtained. An grounding area evaluation value for expressing an attaching condition between the wheel and the road surface is calculated by using the acceleration data.
