PPROBLEM TO BE SOLVED: To evaluate geographical feature variation until now about a region where photographing of an aerial photograph is performed in the past. PSOLUTION: Three-dimensional data 312 of the latest evaluation area and an orthophoto image are prepared using a stereo image 311 in which the evaluation area is photographed from the air lately and surveying data 301 of an aerial beacon installed in the evaluation area when photographing the stereo image 311. The point which is photographed without secular change in both of the stereo image 321 in which the evaluation area is photographed from the air in the past and the stereo image 311 lately photographed is set as common points 351/352. On the basis of the coordinates of the common point 351 in the stereo image 311 lately photographed, the longitude/latitude/altitude coordinates 361 of this coordinates are extracted from the three-dimensional data 312. This longitude/latitude/altitude coordinates 361 is substituted as the surveying data of the common point 352 in the stereo image 321 photographed in the past, and the three-dimensional data 322 of the evaluation area in the past and the orthophoto image are prepared.
