A system for developing and testing communication protocol software comprises modules 11 each including one or more executives 111 each for performing a predetermined task or thread and including at least one component 112; at least one message handler 113 each served as an interface of the corresponding component; a message queue 114 for storing messages sent from each component; a component table 115 for containing the components and their corresponding message handlers; and a message dispatcher 116 for dispatching messages in the message queue to a destined component via the message handler based on the component table; and a message routing table 13 for containing the components and their corresponding message queues. Each component can send a message to the message queue based on the message routing table prior to sending to the destination component for processing. A test agent 21 and a message queue 22 receive test messages from an external source and send them to the component for processing. The test agent modifies the message routing table 13 to enable the processed message to send back to itself.
