The device has a carriage (4) provided with wheels (3) resting on an internal surface of a pipeline (2). A drum (5) is rotationally mounted on the carriage. A Pitot tube (11) is mounted on the carriage for measuring a dynamic pressure of fluid in an air gap separating the drum from the internal surface. A torquemeter (10) is mounted on the carriage for measuring a resisting torque of the fluid. An independent claim is also included for a method of utilization of a hydraulic roughness measuring device.
