PURPOSE: To provide a velocity gradient controller for operating a standard velocity gradient and controlling velocity gradient values varied during operation by rotational frequency of impeller, thereby corresponding the varied velocity gradient values to the standard velocity gradient so that coagulation machine is optimally operated, and operating method of coagulation machine for water purification using the same. CONSTITUTION: The velocity gradient controller comprises an external input means(100) into which local condition values such as volume of coagulation tank, diameter of impeller, sectional area of the impeller, the number of revolutions of the impeller and drag coefficient of the impeller are inputted by a worker; temperature sensor and viscometer(120) for measuring temperature and viscosity of a fluid in the coagulation tank; a velocity gradient operator(110) for operating velocity gradient values using the local condition values inputted into the external input means and fluid temperature values and fluid viscosity values measured by the temperature sensor and the viscometer; a PID controller(130) for consistently compensating the number of revolutions of the agitator by receiving signals of the velocity gradient operator when the fluid temperature values and fluid viscosity values measured in the temperature sensor and the viscometer are changed from initially measured values; an inverter motor(150) for rotating the agitator; and an inverter(140) for sensing the number of revolutions of the inverter motor to output the measured values to the velocity gradient operator and receiving signals of the PID controller to output a control signal for driving the inverter motor.
