A coupled component extracting part (1015) extracts the coupled components of black pixels of an input original image, and a line density calculating part (1016) calculates a line density of each coupled component. A reference pattern extracting part (1011) extracts, as a first reference patter, a portion exhibiting the highest line density. An image downscaling part (1012) downscales the original image by use of a temporary downscaling rate (a first downscaling rate) decided by a downscaling rate calculating part (1014), and a downscaled image reference pattern extracting part (1019) extracts, as a second reference patter, a portion of the downscaled image corresponding to the first reference patter. A similarity calculating part (1013) calculates a similarity between the first and second reference patters, and the downscaling rate calculating part (1014) decides, based on a result of that calculation, an ultimate downscaling rate (a second downscaling rate).
